Medicare Jumps into the 21st Century: Medicare Secondary Payer Recovery Portal (MSPRP)

Medicare’s new online Secondary Payer Recovery Portal provides a fresh way for attorneys to work with Medicare for clients. The portal allows attorneys and staff to access cases, easily submit documents including Proof of Representation and Consent to Release, request conditional payment updates or copies of letters, dispute unrelated charges, and submit notices of settlement online, without the extra hassle of the previously required faxes and mailings, or time consuming calls.

Portal activation for a firm (corporate account) requires three steps: 1. online application; 2. verification and mailing of the account ID and PIN; and 3. final setup and return of profile report. The process starts with an online application requesting basic corporate information, plus designation of an account representative (AR) responsible for all account activity and an account manager (AM) who administrates the firm’s activity on the portal. Once Medicare receives the application, it verifies the firm’s information and registers the firm on the portal. Medicare then sends the account representative a confirmation letter containing the firm’s MSPRP account ID and PIN, needed to complete setting up the firm’s account. Travis Law Office received our letter in under a week—shockingly fast for Medicare. Once the AM completes the setup using the mailed account ID and PIN, MSPRP emails the AM the firm’s profile report that must be signed by the AR and returned to complete the activation. At Travis Law Office we returned our profile report via email, and had full access the next day. Once everything is set up, the account manager gets to “invite” account designees to complete their individual user profiles to access Medicare case records online for the firm and its clients.

The new system makes requesting access to current cases easy, requiring the case number, the beneficiary’s Medicare number or Social Security number, and their date of birth. Once case access is granted and proof of representation is verified, MSPRP provides an information screen which includes the case type, status, MSPRC correspondence, conditional payment amount and date updated, the firm’s status on the case, final demand amount, plus action links to work on the case:

· View/Request Authorizations (Proof of Representation or Consent to Release)
· Request an update to the conditional payment amount
· Request a copy of the conditional payment letter
· View/Dispute Claims Listing
· Provide the Notice of Settlement Information

Once accessed, MSPRP also lists the firm’s cases so staff members only need a mouse-click to review progress in an existing case.

The application and setup process and site use so far have been surprisingly painless. The one thing we do not know yet is whether using the new portal will cut down the lengthy MSPRC request-processing time for conditional payment amounts, final demand amounts, and disputing claims.
